DECATUR POLICE DEPARTMENT <br /> MEMORANDUM <br /> 12-29 <br /> TO: Michael T. McElroy,Mayor <br /> Ryan McCrady, City Manager <br /> FROM: Todd A Walker, Chief of Police <br /> James R. Chervinko, Deputy Chief of Police <br /> SUBJECT: Total Station Equipment Purchase for Fatal Accident Investigation Team <br /> (FAIT) <br /> SUMMARY RECOMMENDATION: The Police Department's recommendation is that <br /> Council approves the purchase of Trimble S6 Total Station Package, to include the Robotic <br /> Survey System, Power Kit, and all necessary hardware, software and extended warranty <br /> from Precision Midwest for the amount of$41,127.20. After a great deal of research, this <br /> equipment package was selected by the members of the Decatur Police Department's Fatal <br /> Accident Investigation Team(FAIT). <br /> The Police Department proposes using $41,127.20 from the Department's DUI Fund FY <br /> 2012 -2013 for the purchase of this equipment. <br /> BACKGROUND: <br /> As you know, investigations of fatal accidents represent an important part of police work <br /> and can be critical to the overall investigations process. Due to the precision required, <br /> these accident investigations are extremely time consuming for the investigating officers <br /> and often cause traffic to be delayed or redirected for several hours. <br /> FAIT officers receive numerous weeks/months of training from Northwestern University's <br /> Center for Public Safety and are certified Lead Homicide Investigators in the State of <br /> Illinois. Upgrades in equipment are being requested now due to the age of the current <br /> equipment and the obvious importance of this policing function. <br /> The purchase and deployment of this equipment will ensure that much needed, significant <br /> evidence is gathered in all FAIT investigations, the evidence is properly documented and <br /> analyzed to make appropriate arrests based on the facts and provide much needed <br /> evidence at trial. <br /> ATTACHMENT: Quotation and information from Precision Midwest <br /> POTENTIAL OBJECTION: None anticipated <br /> STAFF REFERENCE: Todd A.Walker, Chief of Police <br /> 424-2741 twalker(&decaturil.gov <br /> James R.
