As you <br /> may be aware, poverty, age of housing and overcrowded housing data are no longer <br /> collected as part of the decennial Census. This data is now generated from the American <br /> Communities Survey. <br /> American Communities Survey data will also be used to produce the Low/Moderate <br /> Income Summary Data (LMISD) that grantees use for Consolidated Plan purposes, as well <br /> as for determining eligible low/moderate income areas for CDBG assistance. The LMISD <br /> is a HUD-produced dataset which shows the estimated percentage of low/moderate income <br /> residents in each block group, census tract and unit of local government. The new LMISD <br /> tabulation will be available sometime in 2012. <br /> We anticipate providing grantees with a transition policy for Low/Moderate Income <br /> Summary Data(LMISD) later this year. The Consolidated Plan and the Al should be <br /> updated with any significant changes that you identify as a result of the new data. <br /> Finally, CPD has initiated the OneCPD technical assistance process. Under <br /> OneCPD, technical assistance uses a place-based strategy with the goal of improving the <br /> ability of grantees to understand their local market conditions, set goals, and design and <br /> effectively carry out their housing and community development programs. <br />
