Mass Transit Memorandum <br /> No. 060812-2 <br /> June 8, 2012 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: Purchase Order for Security Camera System <br /> for the Senator Severns Transit Center <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding <br /> RECOMMENDATION: a purchase order for the installation of a security camera system at <br /> the Senator Severns Transit Center to Bodine Communications, a <br /> Division of Rathje Enterprises, Inc. <br /> BACKGROUND: The Transit System wishes to install a security camera system at <br /> the Senator Severns Transit Center. The system will include the <br /> installation of 16 high definition cameras, 9 inside the building and <br /> 7 around the exterior of the building. The complete technical <br /> specifications for the camera system and the floor plan of the <br /> Transit Center are attached. <br /> On May 2, 2012, a notice of the Invitation for Bids (IFB)was <br /> published in the Decatur Tribune, and staff mailed the complete <br /> IFB to 4 firms in the Decatur area that are known to install security <br /> systems. Three firms expressed interest in the project and two <br /> firms submitted bids by the bidding deadline on June 1St, as shown <br /> on the attached tabulation of bids. The Mass Transit Administrator <br /> and Transit's General Manager reviewed the bids and determined <br /> that both bids meet all of the specifications stated in the invitation <br /> for bids, with no significant variances, and that these bids complied <br /> with all other requirements of the bidding process. Bodine Com- <br /> munications, a Division of Rathje Enterprises, Inc., submitted the <br /> lowest bid- $20,512.00. <br /> Staff has determined that the bidder has been responsive to the <br /> invitation for bids, and that the firm is a responsible bidder, as <br /> defined by the Federal Transit Administration. Bodine Commun- <br /> ications and Rathje Enterprises, Inc., are not listed on the federal <br /> government's list of vendors that are excluded or debarred from <br /> participating in federally funded contracts. The City has worked <br /> with Bodine Communications in the past, and staff is confident <br /> that the firm is qualified and capable of installing the security <br /> camera system as specified, on time and to our satisfaction. <br />
