DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2012-14
June 6, 2012
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management KT l
SUBJECT: Macon County Soil and Water Conservation District Agreement for
Lake Decatur Watershed Conservation Services
SUMMARY RECOMMENDATION:
Council adopt the attached resolution authorizing an agreement for FY 2013 for Lake Decatur
Watershed Conservation Services with the Macon County Soil and Water Conservation District
(MCSWCD) at a cost not to exceed $139,112. This is the same funding level and scope of
services as last fiscal year.
BACKGROUND:
Since 1988 the City has annually funded watershed conservation services with the MCSWCD.
The attached agreement describes the services that the MCSWCD will provide to the City,
including:
• Planning and conducting at least 12 watershed conservation public education programs.
• Planning, allocating and implementing watershed conservation cost share projects in the
amount of$25,000.
• Providing research, review and recommendations for watershed management related
topics and issues.
• Employing a full time Watershed Specialist, full time Watershed Technician and 1/3 of
the time for an Administrative Coordinator.
This past fiscal year the Watershed Specialist and Watershed Technician positions were not
staffed for the entire year due to a shortage of qualified applicants for these vacancies.
Therefore, the City provided $54,198 out of the maximum $139,112 authorized by Council last
fiscal year.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith D. Alexander, Director of Water Management, 424-2863 or kalexander@decaturil.gov
BUDGET/TIME IMPLICATIONS:
This expenditure is annually included in the Lake Services operating budget and is partially
reimbursed by the Archer Daniels Midland Company to the City.
cc: John Schneider, MCSWCD Board Chair
Randy Miller, Water Services Manager
Don Giger, Water Production Operations Supervisor
Randy Kampfe, ADM Co.
