Alexander, Director of Water Management SUBJECT: Agreement with Hanson Professional Services, Inc. to Prepare Necessary Permits and Design Repairs to the Tail Water Dam, City Project 2012-26 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution authorizing an agreement with Hanson Professional Services, Inc., to obtain the necessary permits and design repairs to the tail water dam, in the amount of$82,300 and that the Mayor be authorized to sign and the City Clerk to attest. PRIOR COUNCIL ACTION: Appendix A provides a summary of prior Council actions. BACKGROUND: Summary of the Major Construction History of Lake Decatur Dam Appendix B provides a brief summary of past improvements to the Lake Decatur Dam. Tail Water Dam The Tail Water Dam was the original dam constructed by the City around 1906 and is located approximately '/ mile south of the Lake Decatur Dam. The Tail Water Dam enables the City to maintain a pool of water immediately downstream of the Lake Decatur Dam which serves to reduce erosion of the river bed below the dam and protect several pipes that are laid across the river bed to carry lime sludge from the South Water Treatment Plant and return untreated water to the plant. Keeping water pooled above the exposed pipes reduces erosion around them and keeps them from freezing in the winter. The tail water pool also provides a popular fishing spot for area residents. On February 19th, 2012, the stream bed underneath the Tail Water Dam gave way releasing the water contained in the tail water pool. Hanson Professional Services, Inc., and Global Page I 1
