Alexander, Director of Water Management <br /> SUBJECT: Agreement with Hanson Professional Services, Inc. to Prepare Necessary <br /> Permits and Design Repairs to the Tail Water Dam, <br /> City Project 2012-26 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing an agreement <br /> with Hanson Professional Services, Inc., to obtain the necessary permits and design repairs to the <br /> tail water dam, in the amount of$82,300 and that the Mayor be authorized to sign and the City <br /> Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of prior Council actions. <br /> BACKGROUND: <br /> Summary of the Major Construction History of Lake Decatur Dam <br /> Appendix B provides a brief summary of past improvements to the Lake Decatur Dam. <br /> Tail Water Dam <br /> The Tail Water Dam was the original dam constructed by the City around 1906 and is located <br /> approximately '/ mile south of the Lake Decatur Dam. The Tail Water Dam enables the City to <br /> maintain a pool of water immediately downstream of the Lake Decatur Dam which serves to <br /> reduce erosion of the river bed below the dam and protect several pipes that are laid across the <br /> river bed to carry lime sludge from the South Water Treatment Plant and return untreated water to <br /> the plant. Keeping water pooled above the exposed pipes reduces erosion around them and keeps <br /> them from freezing in the winter. The tail water pool also provides a popular fishing spot for area <br /> residents. <br /> On February 19th, 2012, the stream bed underneath the Tail Water Dam gave way releasing the <br /> water contained in the tail water pool.
