Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Approving Change Order No. 1, Kinney Contractors, Inc., <br /> Water Street Streetscape Enhancement - Phase 2 <br /> City Project 2011-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing additional <br /> funding, in the amount of$75,000, be added to the contract for the Water Street Streetscape <br /> Enhancement Project—Phase 2, City Project 2011-14, for a total project cost of$2,101,812.30. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of prior Council actions. <br /> BACKGROUND: <br /> Change Order#1 <br /> On October 17, 2011, the City Council authorized a contract with Kinney Contractors, Inc. to <br /> complete phase 2 of the streetscape enhancement work on the Water Street corridor. As the work has <br /> progressed, various unforeseen issues are being addressed. These include: <br /> 1. The installation or reconstruction of half traps on the catch basins being replaced on the <br /> project. The downtown sewer system is a "combined" sewer which carries both sanitary <br /> sewage and storm drainage. Half traps trap water in the storm drain pipes to prevent sewer <br /> gases from exiting the catch basin. Having fully functioning half traps will help to eliminate <br /> sewer smells which have occasionally plagued the downtown. <br /> 2. Streetscape elements were added to Main Street and Water Street adjacent to the Busey Bank <br /> property. When the Water Street Streetscape improvement design was initially completed, <br /> Busey Bank officials had approached the City with their intent to complete a major renovation <br /> of their property. Streetscape elements were significantly reduced in this area out of concern <br /> for major demolition or construction work taking place on the Busey property that would <br /> likely damage the newly constructed streetscape. Busey Bank officials have recently <br /> indicated their intention not to go forward with major renovations at this time, therefore full <br /> streetscape elements have been initiated adjacent to the property. <br /> 3. It was necessary to relocate two fire hydrants. <br /> Page I 1 <br />
