DECATUR POLICE DEPARTMENT <br /> MEMORANDUM #12-07 <br /> Date: April 12, 2012 <br /> To: Ryan P. McCrady, City Manager <br /> From: Todd Walker, Chief of Police <br /> Linda Hassinger, Police Lieutenant <br /> Reference: 2012 Justice Administration Grant (JAG) <br /> 2012-H1567-IL-DJ <br /> Memorandum of Understanding <br /> Purpose: The purpose of this memorandum is to inform the Mayor and City Council of the <br /> application for the 2012 Justice Administration Grant(JAG) offered through the Bureau of <br /> Justice Assistance (BJA). The JAG has replaced the Local Law Enforcement Block Grant <br /> (LLEBG) that has been in place and utilized by the police department since 1997. <br /> Background: This is a federal grant for municipal police departments and replaces the Local <br /> Law Enforcement Block Grant. This federal grant is administered by the Department of Justice, <br /> Bureau of Justice Assistance and passes through the Illinois Criminal Justice Information <br /> Authority. The level of funding for this grant is $52,749.00. However, The County of Macon <br /> has applied as a Disparate Jurisdiction to the State of Illinois, Office of the Attorney General and <br /> was granted disparate status. An agreement between Sheriff Schneider and Police Chief Todd <br /> Walker was reached and Macon County is receiving $13,187.25 or 25%of the JAG funds, <br /> redirected from City of Decatur funding. Macon County will apply and manage their grant <br /> funds. The remaining funds, $39,561.75, are designated for use by the Decatur Police <br /> Department. This grant does not require a cash match. The Decatur Police Department will use <br /> the funding on additional foot patrols, gang suppression units, and additional bike patrols, in the <br /> areas where the highest number of crimes are being committed. The focus will be on criminal <br /> offenders that commit a disproportionate amount of crime in the City of Decatur. <br /> Reference: The current offering of grant funds through the BJA provides additional funds for <br /> continued overtime hire back patrols to enhance the efforts of community policing and crime <br /> prevention. The funding will be used to provide overtime hire back for Anti-Crime Team, bike <br /> patrols, and foot patrols for the purpose of crime suppression and drug enforcement. <br /> Recommendation: It is the recommendation of the Decatur Police Department that the council <br /> review and approve the grant application and the program areas listed in the Background section <br /> of this memo and a Memorandum of Understanding (MOU) be signed between the City of <br /> Decatur and Macon County Board to govern the receipt, dispersal and use of the funds received <br /> by the 2012 Justice Administration Grant. <br /> Potential Objections: None anticipated <br />
