the rest of the bridge. In August 2006,the Illinois Department of Transportation(IDOT) directed the
City to place a weight restriction on the bridge and to perform follow-up inspections every 6 months to
monitor the outside beams of the bridge. Since the damaged beams are not in the wheel path, the bridge
is safe for normal traffic; however, the 6 month inspections show that the bridge's deterioration is
increasing. The bridge needs to be replaced before stricter traffic restrictions or full closure is required.
Public input gathered as part of the design process indicated a desire to raise clearance height of the
replacement bridge. The City Council supported the proposal to raise the bridge by 3 feet.
$1,325,000 in Federal Surface Transportation Program—Urban (STU) funding is being requested to
fund a portion of the bridge replacement cost. Current estimates show the bridge and roadway
replacement cost at$2, 650,000 and the cost to raise and relocate the Sanitary District interceptor at
$500,000. Federal funds are planned to pay 50%of the bridge replacement cost, with the balance being
paid from the City's allotment of Motor Fuel Tax funds which are levied, collected and distributed by
the State.
Required Project Authorizations
1. The Local Agency Agreement with the State of Illinois authorizes the Illinois Department of
Transportation to advertise for bids and award a contract to the lowest responsible bidder for the
construction of the South Shores Bridge. The Agreement sets the funding to pay for the project
based on the engineer's estimate of probable construction cost. The current division of cost is
$1,325,000 in Federal funds and $1,825,000 in City funds including$500,000 to relocate the
SDD interceptor. The interceptor costs will be reimbursed by the District. The$1,325,000 in
Federal funds are pending approval by the Decatur Urban Transportation Study(DUATS) at a
meeting scheduled for May 8.
2. This item appropriates $1,325,000 in Motor Fuel Tax(MFT) funds to pay the City's estimated
portion of the South Shores Bridge project. The Sanitary District will reimburse the MFT fund
for interceptor relocation costs currently estimated at $500,000.
3. This is the approval of an Intergovernmental Cooperation Agreement with the Sanitary District
of Decatur to reimburse the City for project expenses related to the relocation of a District
interceptor attached to the bridge. Under the agreement, the District will reimburse the City for
the actual relocation cost which is currently estimated at $500,000. The Agreement is for
$560,000 or actual costs and was passed by the District Board on March 2lt.
4. The amendment to the design services agreement between the City of Decatur and URS
Corporation will retain the services of URS during the bridge construction and sewer relocation
work. The City requires the services of URS to approve materials and detail drawings proposed
by the contractor. In addition, questions or construction issues arise during the project that may
require the assistance of URS to address. The construction engineering services for the South
Shores Bridge project are for an additional fee of$30,000 which is added to the current
authorized fee of$246,200, for a total not to exceed fee of$276,200. This fee is allocated in the
MFT fund.
Project Schedule
Currently, the project is scheduled for a bid opening by IDOT on June 15, 2012. The South Shores
Drive Bridge replacement work should begin in August with completion summer of 2013. One reason
Page 12
