COUNCIL COMMUNICATION FORM <br /> PURCHASING& INTERNAL SERVICES MEMORANDUM <br /> #12-25 <br /> April 9, 2012 <br /> TO: Honorable Mayor McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Ron Neufeld, Financial Management Director <br /> Deborah M. Perry, Purchasing SupervisoLy <br /> SUBJECT: Bids for water treatment chemicals <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contracts to the low bidders <br /> meeting specifications listed on Exhibit A for each of the water treatment chemicals for May 1, 2012 — <br /> April 30, 2013. <br /> BACKGROUND: The following is a list of the chemicals and how they are used in the water <br /> purification process. <br /> Alum—to coagulate; clarifying agent <br /> Carbon—used for taste and odor control; control of atrazine and other compounds <br /> Carbon Dioxide—lowers the pH level <br /> Chlorine—disinfectant <br /> Hydrofluosilicic Acid—reduces tooth decay <br /> Sodium Chloride—assists to remove nitrate from water <br /> Sodium Chlorite—disinfectant; used for taste and odor control <br /> Sodium Hexametaphosphate — used to counteract calcium hydroxide; prevents scaling; filter <br /> protection <br /> The low bidders meeting specifications have provided the City with the necessary bonding, NSF and <br /> AWWA certifications required for their chemicals. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Water Management requested the chemicals and also wrote the <br /> bid specifications. They recommend approval of the bid. <br /> STAFF REFERENCE: Keith Alexander, Director of Water Management, 424-2863. Don Giger, Water <br /> Production Operation Supervisor, 424-2866. Keith will be at the council meeting to answer any questions <br /> the council may have about this purchase. <br /> BUDGET: Water Operating Fund <br />
