Public Works Memorandum <br /> NO. 2012-30 <br /> DATE: April 5, 2012 <br /> TO: Honorable Mayor McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Vactor Dumping Station <br /> City Project 2011-17 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing a contract in <br /> the amount of$57,067.29 for the Vactor Dumping Station, City Project 2011-17, to Otto Baum Co., <br /> Inc., as the lowest qualified bidder and that the Mayor be authorized to execute the contract and the <br /> City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2011-12 Capital Improvements Plan which allocated funds for <br /> this project. <br /> BACKGROUND: <br /> Increased Operation and Maintenance <br /> One of Public Works goals as identified in the Sanitary Sewer Master Plan is to increase the <br /> operation and maintenance (O&M) in the sanitary sewer system. O&M is one of the most crucial <br /> components to reduce sanitary sewer overflows and basement backups because cleaning helps <br /> maintain full flow capacity in the system. The cleaning process of sewers includes jetting all the <br /> debris to one location by water pressure where it can be vacuumed out of a manhole. The debris <br /> vacuumed out of the sewers cannot be placed directly in a landfill due to the sewage which is <br /> vacuumed into the holding tank along with the solids such as grease, roots or other debris. The <br /> debris needs to be dried out before it is hauled to the landfill for proper disposal. <br /> The City's current dumping station at the Municipal Service Center does not have the capacity to <br /> handle a large amount of debris which the City proposes to increase with future cleaning projects. <br /> The new Vactor Dumping Station will provide the City crews and hired contractors a location to <br /> dump a larger amount of debris cleaned from the City's sanitary sewer system. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised March 14, 2012, and bids were opened on April 4, 2012. The results for the letting are as <br /> follows: <br /> Page I 1 <br />
