Anderson Plaza
Decatur, IL 62523
Attention: Mr. Matt Newell
Re: Bid Approval
Sec. 11-00127-00-BR
Garfield Ave (FAU 7369) & Country Club Rd. (CH 26) Bridge Repairs
City of Decatur
HLC Job # 5729
Dear Sir:
We have received the bids which were submitted to the City on Thursday, April 5. The
two competingbidders were Halverson Construction and Illinois Valle Paving, with
Y 9
Halverson Construction submitting the low bid at $48,105.00. The low bid was 58% over
the Engineer's estimate of$30,375.00. Due to the small quantities of this repair project,
it is very difficult for the Engineer to determine accurate unit prices. As a comparison the
high bid was 156% over the Engineer's estimate at $77,710.90, revealing a very large
difference between the two bids. The main pay item that deviated from the Engineers
estimate was Structural Steel Repair, which accounted for the entire 58% overage.
There are factors that can complicate the Engineer's estimate which include
sandblasting the contact areas where new steel repair plates are to be installed, as well
as removing, shortening, and reinstalling the diaphragms and guardrail posts. We
recommend approval of Halverson Construction's bid of $48,105.00 rather than
rebidding the project and risk receiving even higher bids.
Sincerely,
Homer L. Chastain and Associates, LLP
f
Jeremy Buening, P.E., S.E.
Structural Project Engineer
Enclosures
cc:file
