Agreement No. 604106 <br /> 6. Watershed-based TMDL Implementation Plan - The Recipient shall develop a watershed- <br /> based TMDL Implementation plan for the Big Creek watershed that is designed to improve <br /> water quality by controlling water pollution. The Plan shall include the findings of the BMP <br /> Scenarios Technical Report and Inventory developed under Items 4 and 5 of this <br /> Agreement. Developed from the completed inventory along with input from the local <br /> stakeholders and local experts, the plan shall contain a problem statement, goals and <br /> objectives. Potential management practices shall be identified to achieve water quality and <br /> pollutant load reduction objectives that will help meet downstream load reductions identified <br /> in the Sangamon River/ Lake Decatur Watershed TMDL Report. The plan shall identify the <br /> costs and funding sources associated with implementing recommendations of the plans. <br /> The plan shall include an implementation schedule; description of interim, measurable <br /> milestones; public information/education component; and a monitoring component. One <br /> (1) paper copy and one (1) electronic copy of the draft plan shall be completed and <br /> submitted by the Recipient to the Illinois EPA by December 1, 2013. The final plan shall be <br /> completed and three (3) paper copies and one (1) electronic copy submitted by the <br /> Recipient to the Illinois EPA by May 31, 2014. <br /> BIG DITCH WATERSHED-BASED TMDL IMPLEMENTATION PLAN <br /> 7. Watershed Resource Inventory - The Recipient shall compile a comprehensive watershed <br /> resource inventory (Inventory) for the Big Ditch watershed, Hydrologic Unit Codes <br /> 071300060202 and 071300060203, a tributary of Lake Decatur. The Inventory shall <br /> include the natural, human, and man-made resources in the Big Ditch watershed. The <br /> inventory shall identify current nutrient and TSS loadings and potential sources of those <br /> loadings in the Big Ditch watershed. Existing GIS data, water quality data, and other <br /> relevant information shall be compiled for inclusion in the Inventory. Data sources may <br /> include the Lake Decatur TMDL report, GIS soils data, ISWS monitoring reports, and other <br /> completed watershed plans. One (1) paper copy and one (1) electronic copy of the draft <br /> Inventory shall be completed and submitted by the Recipient to the Illinois EPA by February <br /> 15, 2013. The final Inventory shall be completed and One (1) paper copy and one (1) <br /> electronic copy shall be submitted by the Recipient to the Illinois EPA by April 1, 2013. <br /> 8.
