DEVELOPMENT SERVICES MEMORANDUM
No. 12-14
March 14, 2012
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Mark L. Smith, Senior Planner
SUBJECT: Renewal of the Agreement Between the City and Massie, Massie&Associates
Relative to Design Work on the Decatur Corridor Monument Installation Project.
BACKGROUND. The one-year agreement between the City and Massie Massie & Associates, Inc.
for the "Decatur Corridor Monument Installation Project, U.S. Routes 51 and 36" is set to expire.
Due to the nature of the parameters of the grant award, the overall distance included in the study area
(more than 18 miles) and the relative lack of funds for full implementation of the project as was
envisioned in the application, planning and design has taken longer than originally anticipated.
This resolution would allow for the extension of the City's agreement. The project scope and exhibits
remain the same as was approved on December 6, 2010, except the total amount of compensation has
been reduced to reflect expenses invoiced by Massie Massie & Associates and paid by the grant and
the City.
STAFF RECOMMENDATION. Staff recommends renewal of the Agreement between Massie,
Massie & Associates and the City of Decatur.
STAFF REFERENCE: For more information or any additional questions contact Mark L. Smith at
424-2790 or at mismith e,decaturil. ov.
BUDGET/TIME IMPLICATIONS: The total Enhancement grant amount is $1,000,000.00.
Funding is on an 80/20 split. The total amount for design work to be completed by Massie, Massie &
Associates is $140,285.00. Federal funds will amount to $112,228.00. Local funding will be an
amount not to exceed about$28,057.00. Local funds will come out of the Planning Fund.
