Public Works Memorandum
No. 2012— 18
DATE: March 1, 2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, Public Works Director
Deborah M. Perry, Purchasing Supervisor
SUBJECT: Bids for Five (5) Police Pursuit Vehicles
SUMMARY RECOMMENDATION: Staff recommends awarding a contract in the amount of
$96,990.00 to Green Chevrolet Jacksonville, to furnish five (5) 2012 Chevrolet Impala Police
pursuit vehicles.
BACKGROUND: The new police pursuit vehicles will be used by the Patrol Division of the
Police Department. The police pursuit vehicles will replace four (4) 2008 and one (1) 2009
Chevrolet Impalas currently in service.
In order to extend the useful life on the old vehicles, they were rotated to other areas of the
Police Department for use. When the vehicles were originally purchased they were in the patrol
sector for two years. After that time, they were transferred to Crime Prevention, Professional
Standards, school liaison, and also used as stand-by vehicles in the patrol unit. As such, the old
vehicles have been used beyond the useful life of the two year guideline established for police
pursuit vehicles in the Equipment Replacement Fund. Four of the five vehicles to be replaced
have exceeded the 100,000 mile power train warranty mileage limit.
The vehicles to be replaced are as follows:
Current Proj. Mileage
Unit/Asset Year Description Mileage at Replacement
814/384 2008 Chevy Impala Police Patrol Car 106,860 121,150
817/389 2008 Chevy Impala Police Patrol Car 102,458 121,671
821/390 2008 Chevy Impala Police Patrol Car 106,803 120,408
822/391 2008 Chevy Impala Police Patrol Car 101,296 110,113
823/459 2009 Chevy Impala Police Patrol Car 94,728 99,076
All five old pursuit vehicles will be sold at auction at a later date. City vehicles can be sold at
auction, through sealed bid, traded in, salvaged and sold outright. The City has used an on-line
service to sell surplus vehicles. Trading in a car back to the dealer has not been in the City's best
interest. For example, Green Chevrolet has the 2012 State of Illinois bid for police pursuit cars
and they are offering between $1,450 to $3,100 per vehicle depending on the condition and
mileage. The City has been receiving $3,415 to $6,500 per vehicle when sold using other means.
Page I 1
