Public Works Memorandum
No. 2012 - 16
DATE: February 27, 2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, Public Works Director
Deborah M. Perry, Purchasing Supervisor
SUBJECT: Bids for Impact Valve Replacement and Containment Installation
SUMMARY RECOMMENDATION:
Staff recommends awarding a contract in the amount of$9,600.00 to Illinois Oil Marketing to
furnish an impact valve and replacement installation of a containment sump in the#3 unleaded
fuel dispenser located at the Municipal Service Center.
PRIOR COUNCIL ACTION:
No prior Council action has been taken for the impact valve and containment sump.
BACKGROUND:
The fuel system at the Municipal Service Center is inspected annually. A recent inspection
revealed the impact valve on the #3 unleaded fuel dispenser would not seal completely. If the
dispenser or a fuel hose become dislodged and fuel were to leak onto the ground it could be a
potential ignition source.
The State Fire Marshall's Office has specific technical requirements on how this work must be
completed. Illinois Oil Marketing is familiar with the requirements, in addition to having done
work previously for the City. They are prepared to obtain the permits necessary to complete this
project.
The Municipal Service Center has two other fuel dispensers available to provide City vehicles
with fuel during the time this work is being done.
POTENTIAL OBJECTIONS: There are no known objections to this request.
INPUT FROM OTHER SOURCES: Illinois Oil Marketing Equipment
STAFF REFERENCE: Richard G. Marley, Public Works Director and Rennie A. Young,
Fleet Supervisor. Richard G. Marley will be in attendance at the City Council meeting to answer
any questions of the Council on this item.
BUDGET IMPLICATIONS: Funding for the expenditure available in the FY2011-12 Fleet
Operating Expense budget.
Page 11
