Mass Transit Memorandum
No. 022912-1
February 29, 2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager .
Paul McChancy, Mass Transit Administrator
SUBJECT: Agreement for Operation Uplift Services
SUMMARY Staff recommends that Council adopt a Resolution approving an
RECOMMENDATION: agreement with A-1 Taxi to provide transportation services for
people with disabilities under the Transit System's Operation Uplift
program.
BACKGROUND: The Operation Uplift program provides door-to-door transportation for
people with disabilities who are unable to use the bus system. The
program uses the Transit System's seven wheel chair lift vans, and also
contracts with local taxicab and livery companies. Although A-1 Taxi
did not submit a bid for the Operation Uplift agreement by the February
1 Oth deadline, the company has now submitted the attached documents
and is requesting approval to provide taxi service for Operation Uplift.
In the past 10 years it was not unusual to have two companies providing
taxi service to Operation Uplift at the same time. All prospective
bidders and contractors are made aware that multiple vendors may be
awarded contracts.
Under Operation Uplift each rider pays $2 for each trip and the Transit
System reimburses the taxicab or livery company for the remainder of the
fare. A-1 Taxi proposes the following fare schedule:
oRate per mile.....................................................$2.75
o Charge for first passenger.......................................$2.50
o Each additional passenger, 13 years of age and older......$2.00
o Each additional passenger, 6 through 12 years of age......$0.50
o Each additional passenger, 5 years of age and younger.....FREE
Note that taxi fares may change from time to time. The attached Fare
Comparison shows the total fares charged by AOK Taxi during 2011 and
the estimated fares that would have been charged based on A-1 Taxi's
proposed fares.
Staff has no previous experience with this firm, however its owner,
Anthony Walker, was an owner of AOK Taxi. That firm provided taxi
services to Operation Uplift from August, 2007, until October, 2011, and
staff found the firm to be able and competent to perform the work
required. Staff had no significant problems with the service provided by
AOK Taxi.
