I
DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2012-03
February 10, 2012
TO: Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management
SUBJECT: Cisco Well No. 2 Pump Repair
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing Cisco Well No. 2 Pump Repair by Layne
Christensen Company at a cost not to exceed $40,000.
BACKGROUND:
Cisco Well No. 2 was constructed by the City in the 1950s to supplement Lake Decatur during
drought conditions. It is located adjacent to the Sangamon River, 2.75 miles SE of the Village of
Cisco, and is estimated to be able to provide up to 2.3 million gallons per day of water to Lake
Decatur. Due to the long distance from the well to Lake Decatur, and the development of the
City's higher capacity DeWitt County well field, Cisco Well No. 2 has not been used since the
year 2000.
In September of last year when the drought became worse, City staff was unsuccessful in being
able to start the well. Therefore the Layne Christensen Company, which has performed well
services for the City in the past, was requested to provide an estimate to repair the well.
Attached is a copy of the proposed contract and $36,837.75 estimate. Due to the possibility of
additional unanticipated work that may have to be done during the repairs and reinstallation of
the pump, it is recommended that Council authorize a cost not to exceed$40,000 for this work.
These repairs are approximately 60% less than the cost of a new pump and will preserve the
City's approximately 55 year legal standing to use the well during drought conditions. If the
well is not repaired, the City is required to disassemble and seal the well, and relinquish the lease
that the City has with the well site's landowner.
POTENTIAL OBJECTION:
None foreseen.
STAFF REFERENCE:
Keith Alexander, Director of Water Management, 217-424-2863 or kalexander@decaturil.gov
BUDGET/TIME IMPLICATIONS:
This expenditure will be drawn from the Water Production operating budget.
Attachments
cc: Joseph Eisha, Layne Christensen Co.
Steve Leach, Water Production Maintenance Supervisor
