Marley, P.E., Director of Public Works <br /> Keith Alexander, Director of Water Management <br /> SUBJECT: Emergency Water Main Repair on Baltimore Avenue at Big Creek <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution <br /> approving an expenditure of$18,790.09 with Barr & Robison Sewer& Excavating for an <br /> emergency water main repair on Baltimore Avenue at Big Creek. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken on this emergency water main repair. The City <br /> Manager was made aware of and signed an emergency order(attached) to purchase the <br /> services of Barr & Robison to repair the water main under Chapter 46, Section 2 of the <br /> Decatur Municipal Code. <br /> BACKGROUND: <br /> In mid-January, City staff became aware of a leaking 12"water main on Baltimore <br /> Avenue where it crosses Big Creek. This water main is one of two major feeds between <br /> the Decatur's water supply and the City of Mt. Zion. <br /> The City's leak detection contractor ADS was called to determine a more precise location <br /> of the leak. On January 27`x'the location was determined and an emergency order was <br /> issued to begin repairs. <br /> Preliminary estimates determined the cost to repair the main would exceed $5,000, which <br /> is in excess of the City's administrative purchasing authority. Under Chapter 46, Section <br /> 1, of the City Code, the Public Works Director, in consultation with the Water <br /> Management Department, determined that the leaking water main constituted a threat to <br /> the health, safety, and welfare of the public and was authorized by the City Manager to <br /> retain the services of Barr &Robison to complete the repairs to the main. <br /> POTENTIAL OBJECTION: There are no known objections to this request. <br /> Page I 1 <br />
