DEVELOPMENT SERVICES MEMORANDUM <br /> No. 12-11 <br /> Feb 21, 2012 <br /> TO: Mayor Michael T. McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Vasudha Pinnamaraju, AICP Environmental Planner <br /> SUBJECT: Agreement with Fehr-Graham & Associates, LLC for the Decatur Area <br /> Brownfields Project. <br /> RECOMMENDATION: Staff recommends approval of the attached resolution authorizing an <br /> agreement with Fehr-Graham & Associates, LLC (FGA) for an amount not to exceed $382,420. <br /> BACKGROUND: The City of Decatur has been selected to receive a pair of grants totaling <br /> $400,000 to help assess local sites contaminated or thought to be contaminated with hazardous <br /> materials or petroleum-based leakage. Council was informed of this grant through a green sheet <br /> on August 1St 2011. A Brownfields Selection Committee was formed to help select a firm to lead <br /> the assessment process comprised of members from the City, the Macon County Health <br /> Department, Economic Development Corporation of Decatur and Macon County, Greater <br /> Decatur Chamber of Commerce, University of Illinois, Dove Inc. and Decatur Is Growing <br /> Gardeners (DIGG). The group received proposals and qualifications from ten (10) firms who <br /> indicated they were qualified to provide the contracted environmental services required in the <br /> grant. The Committee scored FGA highest based on its proposal and interviews and desires to <br /> retain the company to assist with completing both the petroleum assessment and hazardous <br /> substance assessment grant activities. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: The Brownfields Selection Committee assisted the City <br /> in choosing the consultant. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact <br /> Vasudha Pinnamaraju, AICP Environmental Planner, at 424-2778 or e-mail <br /> vpinnamaraiu a,decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: City entered into a Cooperative Agreement with USEPA <br /> in August of 2011. City currently has access to $400,000 to conduct assessments on sites <br /> contaminated or perceived contaminated with petroleum based or hazardous substances. A <br /> maximum of$382,420.00 will be used for contractual work as per this agreement. Assessments <br /> will entirely be funded through the grant and no local match is required. This project is expected <br /> to be completed by September 30, 2014. <br />
