Project Bid Review The project plans and specifications were prepared by a design team which included Massie Massie & Associates, Homer L. Chastain&Associates, and Architectural Expressions. The project was advertised in the Decatur Tribune on Wednesday, January 25, 2012, and bids were opened on Friday, February 10, 2012. Approximately 50 notices were sent to local contractors and plan houses serving Central Illinois and surrounding states were provided bid information. The City's project engineering firm, Homer L. Chastain&Associates, reviewed the bids and has recommended that Feutz be awarded the contract. Chastain reviewed past projects of a similar nature performed by Feutz and provided a letter recommending award (attached). They have completed several streetscape enhancement projects in Champaign-Urbana over the past several years. Feutz will be held to the Project Labor Agreement entered into by the City and the local Building and Construction Trades Council,AFL-CIO that was put in place for this work. They are a highly respected contractor. Staff recommends that the City Council approve a contract with Feutz Contractors, Inc. to perform the Main Street Streetscape project. Construction Engineering Change Order Change orders for engineering services were approved as part of the implementation of the other streetscape enhancement projects to assist with questions and issues that arise during construction. The Main Street project is the largest to date and it is proposed that a change order with Chastain be approved allocating $40,000 for construction engineering for Main Street. During the construction process questions invariably arise regarding various issues that are best addressed by the design engineer. In addition, City staff may not have the time or expertise to perform the inspection on some specialty items such as some electrical issues, sub-sidewalk vaults or landscaping. It is proposed that the design firm, Homer L. Chastain&Associates be retained to provide assistance in the construction process as needed.
