Perry, Purchasing Supervisor <br /> SUBJECT: Bids for Tree Removal <br /> SUMMARY RECOMMENDATION: <br /> Staff recommends awarding a tree removal contract in the amount of$13,680 to <br /> Hamilton Tree Service to remove fifteen (15) hazardous trees. <br /> BACKGROUND: <br /> These trees are at various locations throughout the City. The location of the trees is <br /> shown on the bid tabulation, attached. The Forestry Section of the Public Works <br /> Department removes approximately 300 trees from the City right of ways each year using <br /> City staff. The trees are removed because they are dead, dying or are structural unsound <br /> such as hollow or splitting. <br /> The Forestry Section allocates money in their budget each year to remove trees using an <br /> outside contractor. The trees which are listed for contract removal are either too large or <br /> in a location that is outside the capability of in-house tree removal operations. Removal <br /> of very large trees or those in locations constrained by obstacles such as buildings or <br /> utility lines requires special skills and equipment. This work has a much higher level of <br /> risk. Contracting this work out lowers the City's liability exposure. <br /> Staff does not intend to replace any of these trees. The tree stumps that will result from <br /> the removal will be ground out at a later date by City staff. <br /> A condition of the bid was that the successful vendor must dispose of all landscape debris <br /> from this project in a legal and proper manner or in a landscape waste facility. <br /> Under a recent Illinois Department of Labor ruling, this work is considered to be covered <br /> by prevailing wage regulations. <br /> Page I 1 <br />
