Mass Transit Memorandum <br /> No. 012512-1 <br /> January 25, 2012 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: An Intergovernmental Agreement Between the City of Decatur and <br /> the County of Macon Covering Public Transportation <br /> SUMMARY Staff recommends that Council approve an intergovernmental <br /> RECOMMENDATION: agreement with Macon County to assist the County in providing <br /> public transportation in urbanized areas of the County that are <br /> outside of the service area of the Decatur Public Transit System. <br /> BACKGROUND: Macon County is in the process of establishing public transportation <br /> throughout the County, outside of the service area of the Decatur <br /> Public Transit System (DPTS). The County's transportation system <br /> will be eligible for Federal assistance for non-urbanized areas, while <br /> Decatur receives Federal and State transit assistance for urbanized <br /> areas, as defined by the most recent US Census. The DPTS service <br /> area does not include all of the urbanized area, resulting in"Gray <br /> Areas"that are not served by DPTS and that cannot be served by the <br /> County under their Federal assistance for non-urbanized areas. Parts <br /> of the villages of Forsyth, Harristown, Long Creek, Mt. Zion and <br /> Oreana, along with some densely populated, unincorporated areas of <br /> the County, are in the "Gray Areas". This intergovernmental <br /> agreement would make provisions for public transportation services <br /> in the"Gray Areas" and for the allocation of State funds between the <br /> City and the County to finance those services. The funds to be used <br /> by the County are State operating assistance funds that are appropriated <br /> to Decatur each year, for transit service in the urbanized area,but not <br /> spent by DPTS. Funding for DPTS would not be impacted and no <br /> City funds would be required. City staff,vehicles, and facilities <br /> would not be used in any way in providing public transportation in <br /> the"Gray Areas." A minimal amount of City staff time would be <br /> required to submit the County's records and documentation to the <br /> State concerning public transportation services provided by the <br /> County within the "Gray Areas,"and to pass the resulting reimburse- <br /> ment from the State to the County. <br /> POTENTIAL No known objection to this intergovernmental agreement. <br /> OBJECTION: <br />
