Mass Transit Memorandum
No. 012512-1
January 25, 2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: An Intergovernmental Agreement Between the City of Decatur and
the County of Macon Covering Public Transportation
SUMMARY Staff recommends that Council approve an intergovernmental
RECOMMENDATION: agreement with Macon County to assist the County in providing
public transportation in urbanized areas of the County that are
outside of the service area of the Decatur Public Transit System.
BACKGROUND: Macon County is in the process of establishing public transportation
throughout the County, outside of the service area of the Decatur
Public Transit System (DPTS). The County's transportation system
will be eligible for Federal assistance for non-urbanized areas, while
Decatur receives Federal and State transit assistance for urbanized
areas, as defined by the most recent US Census. The DPTS service
area does not include all of the urbanized area, resulting in"Gray
Areas"that are not served by DPTS and that cannot be served by the
County under their Federal assistance for non-urbanized areas. Parts
of the villages of Forsyth, Harristown, Long Creek, Mt. Zion and
Oreana, along with some densely populated, unincorporated areas of
the County, are in the "Gray Areas". This intergovernmental
agreement would make provisions for public transportation services
in the"Gray Areas" and for the allocation of State funds between the
City and the County to finance those services. The funds to be used
by the County are State operating assistance funds that are appropriated
to Decatur each year, for transit service in the urbanized area, but not
spent by DPTS. Funding for DPTS would not be impacted and no
City funds would be required. City staff, vehicles, and facilities
would not be used in any way in providing public transportation in
the"Gray Areas." A minimal amount of City staff time would be
required to submit the County's records and documentation to the
State concerning public transportation services provided by the
County within the "Gray Areas,"and to pass the resulting reimburse-
ment from the State to the County.
POTENTIAL No known objection to this intergovernmental agreement.
OBJECTION:
