R2012-10 APPROVING CHANGE ORDER 1 TO THE AGREEMENT WITH URS CORPORATION FOR FINAL DESIGN OF THE SOUTH SHORES BRIDGE

• July 5, 2011 —Council approved Resolution R2011-106 authorizing an agreement with URS Corporation to complete the final design for the replacement of the South Shores Bridge over the Sand Creek Arm of Lake Decatur and relocation of the Sanitary District of Decatur sewer interceptor at a cost of$219,200. Resolution R2011-107 was also approved authorizing $219,200 in Motor Fuel Tax funds to pay for the design services. BACKGROUND: South Shores Bridge Replacement The South Shores-Sand Creek Bridge was originally built in 1909. A new superstructure was placed on the old abutments in 1965. The foundation and abutments are 100 years old and the super-structure is 45 years old. Routine inspections carried out by City staff and various consulting engineers since 2004 have determined that the outside beams of this bridge are deteriorating and have moved with respect to the rest of the bridge. In August 2006,the Illinois Department of Transportation(IDOT) directed the City to place a weight restriction on the bridge and to perform follow-up inspections every 6 months to monitor the outside beams of the bridge. Since the damaged beams are not in the wheel path, the bridge is safe for normal traffic; however, the 6 month inspections show that the bridge's deterioration is increasing. The bridge needs to be replaced in the near term before stricter traffic restrictions are imposed. Public input gathered as part of the design process indicated a desire to raise clearance height of the replacement bridge. The City Council supported the proposal to raise the bridge by 3 feet. $1.04 million in Federal Surface Transportation Program—Urban(STU) funding is currently allocated to fund a portion of the bridge replacement cost. Current preliminary estimates show the bridge and roadway replacement cost approaching $2.4 million and the cost to raise the Sanitary District interceptor approaches $500,000. The Sanitary District has indicated a willingness to pay for the sewer costs. It is proposed that Motor Fuel Tax funds be used to fund the remainder of the work. Currently, the project is scheduled for a bid opening by IDOT on June 15, 2012. The South Shores Drive bridge replacement should begin in August with completion in the early summer of 2013. One reason for the late start this year is to assure that the current bridge work being conducted on Baltimore Avenue by the County is completed and that Baltimore is open to traffic before South Shores Drive is closed. Amendment Request To complete the final design and provide assistance during the bidding process, additional funding is required. A letter from URS is attached which discusses the design issues that arose as the work progressed. These issues contributed to the need for additional funds to complete the project design. They are summarized here: Item 1. IDOT required a noise analysis be conducted for the project. This was to determine the impact that raising the bridge would have on traffic noise that is heard by nearby residents. Items 2-4. Unforeseen conflicts arose between the roadway design and the relocation of the Sanitary District Interceptor requiring a redesign of the roadway. Page 12
