� 1 <br /> BACKGROUND: <br /> Parking Garage Condition Appraisal and Project Development <br /> In 2009, the City retained the services of Carl Walker Inc. to perform a condition appraisal for <br /> the City's two parking garages which provide approximately 1,400 parking spaces in the <br /> downtown area. Carl Walker completed their report in December 2009 and recommended $1.3 <br /> million in rehabilitation work for Parking Garage B and $1.1 million in rehabilitation work for <br /> Parking Garage C. <br /> In March of 2011, the City entered into an agreement with Carl Walker to prepare construction <br /> documents; provide assistance during the bidding phase of the project; and provide assistance in <br /> construction inspection. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Carl Walker, Inc. The project was <br /> advertised on December 14, 2011, and bids were opened on January 20, 2012. The results for <br /> the letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> Golf Acquisition Group, LLC, d/b/a Golf Construction $1,656,176 (-9.85 %) <br /> RAM Construction Services of Michigan, Inc. $1,697,500 (-7.60 %) <br /> Fibrwrap Construction Services, Inc. $1,975,332.04 7.52 % <br /> J. Gill and Company $2,057,461 12.00 % <br /> Western Waterproofing Co., Inc. $2,162,195.12 17.70 % <br /> Concrete Strategies, LLC $2,225,320 21.13 % <br /> Truesdell Corporation of Wisconsin, Inc. $2,288,288 24.56 % <br /> Engineer's Estimate $1,837,098 -------- <br /> Golf Construction provided the lowest, qualified bid. The bid was reviewed by Carl Walker and <br /> an email is attached recommending that Golf Construction be awarded the contract. Golf <br /> Construction has completed both of the major parking garage rehabilitation projects for parking <br /> garages B and C conducted in the last 20 years. Staff recommends that the City Council approve <br /> a contract with Golf Construction to perform the parking garage repair project. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Carl Walker, Inc. <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City <br /> Engineer.
