DEVELOPMENT SERVICES MEMORANDUM <br /> No. 12-59 <br /> December 11, 2012 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Billy Tyus,Assistant City Manager <br /> SUBJECT: Ordinance Amending the City of Decatur Macon County Enterprise Zone, <br /> Termination Date and Tax Abatement, Resolution Authorizing Intergovernmental <br /> Agreement with Macon County for the Decatur Enterprise Zone and Resolution <br /> authorizing Agreement between the City of Decatur, Illinois and the Economic <br /> Development Corporation of Decatur and Macon County ("EDC") for Administration of <br /> the Decatur Macon County Enterprise Zone. <br /> RECOMMENDATION: City staff recommends approval of the aforementioned items <br /> as they relate to the operation and administration of the local enterprise zone and to <br /> the expansion of incentives encouraging retail development along Eldorado Street <br /> and Pershing Road. <br /> BACKGROUND: The Decatur Macon County Enterprise Zone is an economic <br /> development tool that can provide incentives to spur local economic development. <br /> The zone has traditionally been used for commercial, industrial office, <br /> warehouse/distribution and industrial/manufacturing projects. The city began <br /> working with the Economic Development Corporation recently to include incentives <br /> for retail development along Pershing Road and Eldorado Street, two of the city's <br /> most heavily traveled corridors that currently stand ripe for redevelopment. Both <br /> corridors currently facilitate high traffic counts, infrastructure is in place for <br /> development,they are highly visible and represent areas that can provide the best <br /> return for our investment of incentives. Targeting Pershing Road and Eldorado <br /> Street support the City Council goal of reinvesting in our central city core and <br /> promoting the re-use of existing facilities. <br /> Also on the agenda are two other items related to the continuation and management <br /> of the enterprise zone. The first is an item authorizing an intergovernmental <br /> agreement with Macon County for the operation of the zone and the second <br /> authorizes an agreement with the Economic Development Corporation of Decatur <br /> and Macon County to continue serving as the zone administrator. <br /> STAFF REFERENCE: Additional questions can be forwarded to Ryan McCrady at <br /> 217-424-2801 or rmccrady@decaturil.gov or to Billy Tyus at 217-424-2727 or <br /> btyus@decaturil.gov. <br /> BUDGET&TIME IMPLICATIONS: None <br />
