If the city purchases renewable power, electricity provided to city residents from any
non-renewable sources of electricity would be offset by up to 100 percent Renewable
Energy Credits sourced through hydroelectric, wind, solar, photovoltaic or captured
methane-landfill gas as defined by EPA.
Power supply Service Agreement: Under this section, the plan requires the retail
electric supplier to maintain customer confidentiality and requires the supplier to hold the
city harmless for any and all financial obligations arising out of the city's role as
facilitator of the aggregation program. The section also allows the city to terminate the
agreement early if the supplier commits any act of default, such as failing to perform at a
minimal level of customer service.
Opt-Out Procedures: Under this section, the plan gives customers nineteen (19)
days to respond to an opt-out notice, requires the retail electric supplier to pay for the
Opt-Out mailing and requires that city name and logo be on the envelope, to better alert
customers. There is also a second, 10-day period whereby customers will have an
opportunity to opt out if they so choose.
Move-in and Move Outs: The Plan requires the ARES to allow residents to stay
on the same low rate when they move within the corporate limits. It also requires the
ARES to make the same low rate available for eligible customers moving in during the
term of the contract.
STAFF REFERENCE: Additional questions can be forwarded to Vasudha
Pinnamaraju, AICP at (217) 424-2778 or vpinnamaraju@decaturil.gov.
BUDGET & TIME IMPLICATIONS: The Consultant, Good Energy, will be paid by
the selected energy supplier.
