Smith, Senior Planner <br /> SUBJECT: Annexation of Property at 3130 South Franklin Street Road <br /> SUMMARY RECOMMENDATION: Staff recommends the subject annexation petition be <br /> approved provided the property owner pays any and all costs associated with removing the dead tree <br /> located along the right of way and north of their driveway off of South Franklin Street Road. Staff <br /> believes the proposed annexation would produce a logical extension of the corporate limits. <br /> BACKGROUND: Over the last several years city staff has been directed to pursue, whenever <br /> feasible, extensions of city boundaries through the use of annexation. The subject property is <br /> bounded on the north and east sides by Decatur's City limits. The lot contains approximately 0.71 <br /> acres. The lot is improved with the petitioner's residence and accessory buildings. The following <br /> information is relevant to the area in question: <br /> 1. City water is located 50 feet west of the property line. <br /> 2. No additional public infrastructure or municipal services are needed or contemplated. <br /> 3. Decatur Fire response distance and time averages 3.5 miles and 6.5 minutes, respectively. <br /> 4. South Franklin Street Road is also County Highway#61 and is maintained by the County. <br /> If annexed, the property would come into the city as R-1, Single Family Residence District. Property <br /> to the north and east is zoned R-1 Single Family Residential District. Property west and south of the <br /> subject tract is under the jurisdiction of the County. <br /> POTENTIAL OBJECTIONS: No known objections. <br /> INPUT FROM OTHER SOURCES: The plat and annexation request have been reviewed by <br /> Municipal Services, Public Works, Fire, Legal, Finance, Sanitary District of Decatur, Macon County <br /> Health Department and Macon County Highway Department with no adverse comments received. <br /> STAFF REFERENCE: Questions concerning this annexation request should be forwarded to Mark <br /> Smith at 424-2790 or mismith@decaturil.gov or Billy Tyus at 424-2727 or btyus@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: Based on the 2011 tax year, approximately $300 in real <br /> estate, $150 in motor fuel and $175 in state income taxes may be realized by annexing the property. <br />
