T EXTRACT OF MTMJTES of the regular public meeting of the � p g Council of the City of Decatur, Macon County, Illinois, held in the Council Chamber, located on the third floor of the Decatur Civic Center, One Gary K. Anderson Plaza, in said City, at 5:30 p.m., on Monday,the 5th day of November, 2012. The Mayor called the meeting to order and directed the City Clerk to call the roll. Upon the roll being called, Mayor McElroy and the following Council Members were physically present at said location: Michael T. McElroy, Jerry J. Dawson, Larry W. Poster, Patrick S. Laegeler, Pat McDaniel and Julie Moore—Wolfe The following Council Members were allowed by a majority of the members of the Council in accordance with and to the extent allowed by rules adopted by the Council to attend the meeting by video or audio conference: None No Council Member was not permitted to attend the meeting by video or audio conference. The following Council Members were absent and did not participate in the meeting in any manner or to any extent whatsoever: Dana Ray The Council then discussed a proposed bond refunding for the City and considered an ordinance providing for the issuance of not to exceed $30,000,000 general obligation refunding bonds of the City and providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds. Thereupon, the City Clerk presented, the Director of Finance explained, and there was read by title an ordinance as follows, a copy of which was provided to each Council Member prior to said meeting and to everyone in attendance at said meeting who requested a copy: Extract of Minutes 2198539 55
