16. OCCASIONAL USE LICENSE. Vehicles used for hire only occasionally for <br /> special events such as weddings, anniversaries, parties, celebrations, school dances, or <br /> similar events may be issued an occasional use license. No occasional use license <br /> shall be issued unless an appointment has been made by a patron in advance for the <br /> special event for which the license is sought. Each special use shall require a separate <br /> license. Application shall be made on forms provided by the City. Approval by the <br /> City shall be expedited. Occasional use shall mean not more than ten (10) special <br /> events per calendar year. An occasional use license shall authorize use of the licensed <br /> vehicle only during the special event, including a reasonable time before the event <br /> begins and after the event ends, and shall specify the special event for which the <br /> license is issued. The carrying of passengers for any use other than described in the <br /> occasional use license is prohibited. The fee for an occasional use vehicle for hire <br /> license shall be Twenty-Five Dollars ($25.00). The annual fee for an occasional use <br /> vehicle for hire driver's license shall be Ten Dollars ($10.00). Application for each <br /> shall be made on forms approved by the City. All requirements of this Chapter shall <br /> be applicable to occasional use licenses, except the provisions requiring vehicle <br /> marking and posting the schedule of rates within the vehicle shall not apply to vehicles <br /> licensed under this section. <br /> Section 6. That Section 21. D of said Chapter 60 be, and the same is hereby, further <br /> modified and amended so that said Section 21. D as modified and amended shall provide as <br /> follows: <br /> 21. REVOCATION OR SUSPENSION OF VEHICLE FOR HIRE DRIVER'S <br /> LICENSE. <br /> D. For every suspension or revocation of a vehicle for hire driver's license, the <br /> City Manager, or his designee, shall issue a written notice, which shall be mailed via <br /> first class mail to the last known address of both the driver and the owner, stating <br /> briefly the basis for the suspension or revocation, the effective date of the suspension or <br /> revocation, the duration of the suspension or revocation, and affording the driver's <br /> licensee an opportunity to appear and be heard. An order of suspension or revocation <br /> entered pursuant to this Chapter shall be a final administrative decision for purposes of <br /> appeal under the Administrative Review Act. <br /> Section 7. That said Chapter 60 be, and the same is hereby, further modified and <br /> amended by adding a new Section 22 thereto, and renumbering the remaining sections. Said <br /> new Section 22 shall provide as follows: <br /> 22. REVOCATION OR SUSPENSION OF VEHICLE FOR HIRE <br /> LICENSES. The City Manager or his/her designee may suspend or revoke vehicle <br /> for hire license privileges for violation of any provision of this Chapter or any State <br /> or Federal regulation or law by either an owner or operator of a vehicle for hire. <br /> For every suspension or revocation of a vehicle for hire license, the City Manager <br /> or his/her designee shall issue a written notice, which shall be mailed via first class <br /> mail to the last known address of the owner, stating briefly the basis for the <br /> suspension or revocation, the effective date of the suspension or revocation, the <br /> duration of the suspension or revocation, and affording the licensee an opportunity <br />
