DEVELOPMENT SERVICES MEMORANDUM
No. 12-44
September 12,2012
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P.McCrady, City Manager
Billy Tyus,Assistant City Manager
Suzan M. Stickle, Senior Planner
Joselyn A. Stewart,Transportation Planner
SUBJECT: Amend PD Planned Development District at 180 West Imboden Drive and 2110-2181
Imboden Place
SUMMARY RECOMMENDATION: Staff recommends approval of the Planned Development
amendment with the following conditions: 1.)Final site, landscaping and lighting plans shall be submitted
to and approved by the Department of Planning and Building Services, Public Works Department and the
Fire Department prior to building permits being released; and 2.) A Subdivision Final Plat must be
submitted to and approved by the Department of Planning and Building Services, Public Works
Department and the Fire Department prior to building permits being released. The City Plan Commission
voted 6-0 to recommend approval of this petition at the September 6, 2012 meeting; the minutes of the
meeting are attached.
BACKGROUND: In October 2011 the City Council voted 7-0 to approve the rezoning from R-5 Special
Use Permit and R-5 Residential Development Plan to PD Planned Development.
The petitioner proposed to rezone property to allow for the construction of a 20 unit memory care facility.
The petitioner proposes to amend the PD Planned Development Plan to still allow for the construction of
a single story,20 unit memory care facility.
When the developer was in the process of obtaining the necessary State of Illinois approvals it was a
requirement of the State of Illinois Department of Public Health that the proposed new memory care
facility be attached to the existing Imboden Creek Living Center nursing home. Building a separate
stand-a-lone building would not be feasible due to the fact the nursing home and memory care facility
would have had to have separate staff, nurses and an administrator to run the new facility. No co-
mingling of staff could occur. The proposed building will be built on the same property as the previously
approved PD plan with the exception that it will be located nearer to the existing building and attached by
a corridor.
POTENTIAL OBJECTION: There were no known objectors at the Plan Commission Meeting.
INPUT FROM OTHER SOURCES: The PD Planned Development amendment has been reviewed by
the City's Technical Review Committee; Planning, Engineering and Fire have approved the amendment.
STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A. Stewart at 424-2782
or at jstewart e decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
