Y
August 2, 2012
PWC Project: 11044
Rezoning Petition
SECTION FOUR: JUSTIFICATION
On October 6, 2011 a petition was considered by the City Plan Commission to rezone
the subject property to a PD to allow the construction of a 20 unit Memory Care Facility on the
property. The City Plan Commission unanimously approved the rezoning request and
forwarded the petition to the City Council for their consideration with their recommendation for
approval. On October 17, 2011 the City Council unanimously approved the Petition to rezone.
When the developer was in the process of obtaining the necessary State of Illinois
approvals it was a requirement of the State of Illinois Department of Public Health that the
proposed new memory care facility be attached to the existing Imboden Creek Living Center
nursing home. The proposed building will be built on the same property as the previously
approved PD plan with the exception that it will be located nearer to the existing building and
attached by a corridor.
All other provisions of the approved PD plan are being maintained including landscaping,
lighting and buffering. There were no objectors to the previously approved PD Zoning Petition.
