Driveways and aisleways used for traffic circulation within storage yards and storage areas shall be paved with a minimum of two (2) inches of Class I asphalt over a six (6) inch aggregate base, or an equivalent surface approved by the Public Works Department. A request for an all-weather alternative surface for traffic circulation in storage yards and areas may be approved by the Public Works Department if the storage yard or area is located on property the nearest point of which is 300 feet from the nearest point of any property zoned R- 1, R-2, R-3, R-5, R-6, PMR-1, 0-1, B-1, B-2, B-3, and PD or any other non-industrial use within the corporate limits of the City of Decatur or neighboring jurisdiction. The request shall be submitted in a form approved by the City of Decatur and shall be supported by data describing the anticipated traffic volume, the size and weight of vehicles (loaded and empty) anticipated to use the storage yard or area, and the soil and topographic conditions of the site of the proposed storage yard or area. The City of Decatur's Public Works Department shall grant or deny requests for an alternative all-weather surface based on the following criteria: whether the proposed alternative all-weather surface and soil conditions are reasonably sufficient for the volume and load of the anticipated use. Under no circumstances will an alternative all-weather surface be constructed of less than six (6) inches of aggregate. Requests for an alternative all-weather surface shall include an engineered cross section. Continued use of an approved alternative surface shall only be allowed as per the terms defined in the approved site plan. WHEREAS, the Decatur City Plan Commission did report its findings and did recommend that said petition be granted and that the Zoning Ordinance be so modified and amended. NOW, THEREFORE, BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That the report and recommendations of the Decatur City Plan Commission be, and the same are hereby, received, placed on file and approved. Section 2. That the Zoning Ordinance of the City of Decatur be, and the same is hereby, amended and modified at Section XXIV. as set forth herein. Section 3. That the City Clerk be, and she is hereby, authorized and directed to cause this ordinance to be published in pamphlet form.
