inches of all-weather surface, or an equivalent surface approved by the <br /> Public Works Department. Driveways and aisleways used for traffic <br /> circulation within storage yards and storage areas shall be paved with a <br /> minimum of two (2) inches of Class I asphalt over a six (6) inch aggregate <br /> base, or an equivalent surface approved by the Public Works Department. <br /> A request for an all-weather alternative surface for traffic circulation in <br /> storage yards and areas may be approved by the Public Works <br /> Department if the storage yard or area is located on property the nearest <br /> point of which is 300 feet from the nearest point of any property zoned R- <br /> 1, R-2, R-3, R-5, R-6, PMR-1, 0-1, B-1, B-2, B-3, and PD or any other <br /> non-industrial use within the corporate limits of the City of Decatur or <br /> neighboring jurisdiction. The request shall be submitted in a form <br /> approved by the City of Decatur and shall be supported by data describing <br /> the anticipated traffic volume, the size and weight of vehicles (loaded and <br /> empty) anticipated to use the storage yard or area, and the soil and <br /> topographic conditions of the site of the proposed storage yard or area. <br /> The City of Decatur's Public Works Department shall grant or deny <br /> requests for an alternative all-weather surface based on the following <br /> criteria: whether the proposed alternative all-weather surface and soil <br /> conditions are reasonably sufficient for the volume and load of the <br /> anticipated use. Under no circumstances will an alternative all-weather <br /> surface be constructed of less than six (6) inches of aggregate. Requests <br /> for an alternative all-weather surface shall include an engineered cross <br /> section. Continued use of an approved alternative surface shall only be <br /> allowed as per the terms defined in the approved site plan. <br /> WHEREAS, the Decatur City Plan Commission did report its findings and did <br /> recommend that said petition be granted and that the Zoning Ordinance be so modified <br /> and amended. <br /> NOW, THEREFORE, BE IT ORDAINED, BY THE CITY COUNCIL OF THE <br /> CITY OF DECATUR, ILLINOIS: <br /> Section 1. That the report and recommendations of the Decatur City Plan <br /> Commission be, and the same are hereby, received, placed on file and approved. <br /> Section 2. That the Zoning Ordinance of the City of Decatur be, and the same is <br /> hereby, amended and modified at Section XXIV. as set forth herein. <br /> Section 3. That the City Clerk be, and she is hereby, authorized and directed to <br /> cause this ordinance to be published in pamphlet form. <br />
