DEVELOPMENT SERVICES MEMORANDUM
No. 12-45
September 12, 2012
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Suzan M. Stickle, Senior Planner
SUBJECT: Amendments to Zoning Ordinance (Ordinance#3512)
SUMMARY RECOMMENDATION: Staff recommends approval of the amendments to the City of
Decatur Zoning Ordinance (Ordinance #3512) as proposed. The City Plan Commission voted 6-0 to
recommend approval of this petition at the September 6, 2012 hearing; the minutes of the meeting are
Pp p P
attached.
BACKGROUND: The proposed amendment to Signage SECTION XXV. of the City of Decatur
's
Zoning Ordinance involves political signs and laws enacted by the State of Illinois. The city's
current sign regulations do not distinguish political campaign signs from non-political signs.
However, a recent change to the Illinois Municipal Code restricts municipalities from prohibiting the
display of outdoor campaign signs on residential property during any period of time. Municipalities
still may enforce "reasonable restrictions" for the size of political campaign signs.
The proposed amendment would add the following section:
Add SECTION XXV.B.16 (Signage-Political Signs):
16. Political Signs
Outdoor political campaign signs on residential property for residential use are exempt from the
time period regulations and the number of temporaa signs to be displayed as outlined in the
following subsections."
POTENTIAL OBJECTION: There were no known objectors present at the Plan Commission
Meeting.
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Suzan Stickle at 424-2786 or
at sstickle@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
