(Stantec) has.prepared this letter on behalf of Classic Cleaners,2Z74 North <br /> Main Street, Decatur, Illinois(the Site)to request a groundwater ordinance for an area surrounding the Site. <br /> Based on our recent telephone conversations,the City of Decatur is familiar with the type of ordinance <br /> required by the Illinois Environmental Protection Agency to limit human exposure to potentially contaminated <br /> groundwater.We provide the following information to allow you to adopt the required ordinance for an area as <br /> described below. <br /> Site Background <br /> Classic Cleaners operates a dry-cleaning facility located at the Site. Between June <br /> 2000 and 2011,site investigation activities were conducted through numerous mobilizations <br /> to the Site to define the extent of contamination and characterize the Site geology <br /> and hydrogeology. The following conclusions and recommendations were made related to groundwater in <br /> the area of the Site. <br /> Site Investigation activities identified concentrations.of contaminants of concern exceeding the Tier 1 <br /> Remediation Objectives for the Groundwater Ingestion exposure route in soil and groundwater at numerous <br /> locations at the Site and in the surrounding area. Sampling conducted in 2011 adequately identified the <br /> extent of contamination in groundwater. <br /> Illinois EPA approved modeling conducted predicts that all contaminants of concern will achieve compliance <br /> with Tier 1 Remediation.Objectives for Class I groundwater a maximum of 168 feet from the source.Stantec <br /> recommends that an area-specific groundwater ordinance be obtained for the area, in cooperation with the <br /> City of Decatur,to restrict exposure to potentially contaminated groundwater. <br /> Copies of previous reports,completed by Bonestroo, which document the activities above,are attached per <br /> your request. <br />
