&apter 34 <br /> representative and an alternate for each such representative. Each citizen member of the <br /> Commission shall have one vote and each City representative shall have one vote, cast <br /> either by the representative or his alternate, in conducting the business of said <br /> Commission. <br /> 3. OFFICERS. The Commission shall select a Chairman from the citizen members to <br /> preside, and a Vice-Chairman to act in the absence of the Chairman. The Public Works <br /> Director, or his or her designee, shall be Secretary of the Commission. <br /> 4. MEETINGS. The Commission shall hold regular meetings at such time and place as it <br /> may determine. Special meetings as may be desirable or necessary shall be called by the <br /> Chairman. <br /> 5. BY-LAWS. The Commission may adopt such rules and by-laws for the conduct of its <br /> business as it may deem necessary or desirable. <br /> 6. DUTIES. The Commission shall investigate ways and means to coordinate traffic <br /> activities, including on and off-street parking, to encourage educational activities in <br /> traffic matters in the schools, and shall recommend to the City Council, in writing, ways <br /> and means of improving such conditions and the administration and enforcement of <br /> traffic regulations and parking conditions; such recommendations to include any matters <br /> such as traffic control devices, safety zones, turning movements, prohibition of parking, <br /> through streets, one-way streets, quiet zones, or any other matter concerning parking or <br /> traffic which in its opinion would improve such conditions in the City. The Traffic and <br /> Parking Commission shall assist the City Plan Commission in developing traffic and <br /> parking plans.
