i <br /> Chapter 41 <br /> the outer edge of the sidewalk as will leave an unoccupied space of at least four feet in width of <br /> such sidewalk for the use of pedestrians. Sidewalk permittees are exempt. <br /> 8-.9.9.OBST�Tr�STREET. ;'vPLACING MATERIALS ON PUBLIC <br /> STREETS. Except as mage permitted by Code, Chapter 56, "Refuse and Recyclables <br /> Removal" and regulated by promulgated rules, no person, firm or corporation shall place, throw- <br /> er,_leave or cause to be placed, thrown or left any materials, leaves, branches, landscape plant <br /> material debris, rg ass clippings, and any type obstruction or encumbrance in or upon any street, <br /> avenue or alley, sidewalk, parkway or other public place except materials for construction as <br /> herein permitted, and except sidewalk sales permitees. <br /> 9-.10. 10. OFFENSIVE VEHICLES. No vehicle used for conveying animals, <br /> alive or dead, from which vehicle offensive odors emanate, caused from said conveying, or lately <br /> having conveyed such animals, shall be parked or stand in any public street or alley in the City <br /> except after a thorough cleansing. <br /> W.11. I W. PARADES; PROCESSIONS. <br /> A. No person, firm or corporation shall hold or conduct any procession or parade <br /> through the streets of the City, other than a funeral procession, except upon po.mit of the Chie <br /> of Police. -issuance of a Major Parade permit or a Minor Paradeep rmit by the Chief of Police. <br /> As determined by the Police Chief, a Major Parade permit may be issued to parades expected to <br /> draw 1,000 or more spectators. As determined by the Police Chie£ a Minor Parade permit shall <br /> be issued to those parades drawing less than 1,000 spectators. <br /> B. 4-1—Parades issued a Major Parade permit may use either the major <br /> parade route or the minor parade route. Parades issued a Minor Parade Permit may use only the <br /> minor parade route. Parades are not required to travel the entire distance of their assigned route. <br />
