DEVELOPMENT SERVICES MEMORANDUM <br /> No. 15-25 <br /> July 29, 2015 <br /> TO: Honorable Mayor Pro Tempore Julie Moore-Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Richelle D. Irons, Director of Neighborhood Services <br /> SUBJECT: Resolution Authorizing Assistant City Manager and/or Director of <br /> Neighborhood Services Director to approve and sign Project Agreements and/or <br /> environmental documents. <br /> RECOMMENDATION: Staff recommends authorization of the Assistant City <br /> Manager and/or the Director of Neighborhood Services to approve and sign project <br /> agreements and environmental reviews for CDBG and HOME funded activities. <br /> BACKGROUND: In accordance with the guidelines set forth by the U. S. Department <br /> of Housing and Urban Development (HUD), the Neighborhood Outreach Division <br /> develops an Annual Action Plan each year. The Annual Action Plan describes funding <br /> allocations for Federal Fiscal Year along with strategic implementation of the priorities <br /> identified in the City's Five Year Consolidated Plan. Each year, the City Council reviews <br /> and approves the CDBG and HOME funds during the adoption of the City's budget. <br /> This authorization would allow approval and sign-off as an Authorized Official, for a <br /> variety of programs and projects. The signing of these agreements and reviews has <br /> always occurred in past program years. HUD is now asking for official authorization <br /> from Council. Those programs and projects include but are not limited to: Homeowner <br /> Emergency Program, Homeowner Residential Rehabilitation, and Homebuyer <br /> Assistance. Authorization for Environmental Reviews may include but are not limited <br /> to: Demolitions, Administrative Activities, and Homeowner Rehabilitation and <br /> Emergency Programs. These programs provide direct assistance to qualified HUD <br /> households within the City of Decatur. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact <br /> Richelle D.
