DEVELOPMENT SERVICES MEMORANDUM No. 15-24 July 29, 2015 TO: Honorable Mayor Pro Tempore Julie Moore-Wolfe and City Council FROM: Tim Gleason, City Manager Billy Tyus, Assistant City Manager Richelle D. Irons, Director of Neighborhood Services SUBJECT: Adoption of FYI 5-16 Annual Action Plan for CDBG and HOME Funds RECOMMENDATION: Staff recommends adoption of the FYI 5-16 Annual Action Plan for CDBG and HOME funds. The U. S. Department of Housing and Urban Development reviewed and approved the City's Annual Action Plan for FY 15-16. This year's allocation includes $1,241,326 in Community Development Block Grant funds and $296,693 in HOME Investment Partnership funds. BACKGROUND: In accordance with the guidelines set forth by the U. S. Department of Housing and Urban Development (HUD), the Neighborhood Outreach Division develops an Annual Action Plan. The Annual Action Plan describes funding allocations for Fiscal Year 2015-16 along with strategic implementation of the priorities identified in the City's Five Year Consolidated Plan, FY 2015-2019. The City Council reviewed and approved the CDBG and HOME funds during the adoption of the City's budget. The FY 15-16 Annual Action Plan is available for public review in three locations: Decatur Public Library, Decatur Housing Authority Administrative Office, and the Development Services Department. The final approved plan is available for review on the City's web site. POTENTIAL OBJECTIONS: Staff is not aware of objections. INPUT FROM OTHER SOURCES: Comments and information were secured through public meetings and input from a variety of community organizations.
