Marley, P.E., Public Works Director <br /> SUBJECT: Ordinance Prohibiting Vehicles with More Than Six Wheels on Certain <br /> Downtown Streets <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council authorize the Mayor to sign and the City Clerk to <br /> attest to the attached ordinance prohibiting vehicles with more than six wheels on Franklin <br /> Street, Water Street, and Main Street between Wood Street and Eldorado Street. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council action. <br /> BACKGROUND: <br /> On October 21, 2010,the City Council approved the Jurisdictional Transfer of North and <br /> South Route 51 (Franklin Street and Main Street)between Eldorado Street and Cleveland <br /> Avenue. A major reason for the jurisdictional transfer was to eventually reroute trucks from <br /> downtown onto Wood Street and Martin Luther King, Jr. Drive. <br /> In order for the design work for the Franklin Street Streetscape improvements, using Illinois <br /> Transportation Enhancement Program(ITEP) funds, to progress, the Illinois Department of <br /> Transportation requires that the City enact an ordinance prohibiting trucks from Franklin <br /> Street. It is proposed that this action be taken on all of the major north-south streets in the <br /> downtown. <br /> The proposed prohibition will be directed toward vehicles having more than six wheels, <br /> including vehicles pulling trailers, and will not include emergency vehicles, school buses, <br /> motor coaches licensed for the commercial transportation of passengers, vehicles making <br /> service calls or deliveries to residences, businesses or construction sites within the <br /> downtown, and vehicles participating in approved parades or events. Vehicles with more <br /> than six wheels will be directed to use Wood Street, Martin Luther King, Jr. Drive and <br /> Eldorado Street as an alternate route. Signs will be installed to provide clear directions to the <br /> traveling public. <br /> Page I 1 <br />
