- 0 ECONOMIC DEVELOPMENT CORPORATION <br /> ECATUR <br /> s MACON COUNTY <br /> TO: Mayor Mike McElroy <br /> Members of the Decatur City Council <br /> Manager Ryan McCrady <br /> From: Craig Coil <br /> Decatur Macon County <br /> Enterprise Zone Administrator <br /> Date: July 3,2012 <br /> Re: Proposed Enterprise Zone Boundary Amendment Request—ADM Substation <br /> At this time the Economic Development Corporation of Decatur&Macon County(EDC), as the <br /> designated zone administrator, is requesting your approval of one boundary amendment encompassing <br /> five (5) parcels totaling 244.64 acres m/I or.382 square miles. With approval of this proposed addition <br /> by all parties,the Decatur Macon County Enterprise Zone will have used 11.448 square miles of our 12 <br /> square mile statutory authority leaving 353.28 acres for future development. <br /> The parcels are identified in summary on Exhibits B and Exhibit C(attached). The parcels are <br /> represented by the following Property Identification Numbers(PIN): <br /> 13-04-100-017 <br /> 13-05-200-004 <br /> 13-05-200-006 <br /> 13-05-400-010 <br /> 08-33-353-002 <br /> The property will be developed by ADM for an electrical substation consisting of electrical transformers <br /> and related equipment, building and electrical distribution towers. The substation will distribute <br /> electricity to ADM's east processing plant. The total capital investment for the project will be between <br /> $39 and $47 million. There are no new jobs associated with this project although 1,015 jobs will be <br /> retained in the east plant in the corn processing,soybean extraction and bio-products operations. <br /> Construction is expected to begin upon approval of the zone boundary amendment by all parties and is <br /> slated to be complete by December 31, 2012. <br /> The boundary amendment is being requested to allow ADM to take advantage of various state tax <br /> exemptions and credits available only in the Enterprise Zone. <br /> Your requested approval is part of a multi—step process which includes approval of the Enterprise Zone <br /> Advisory Board,the Macon County Board EEHW Committee and the full Macon County Board as well as <br /> the Illinois Department of Agriculture and the Illinois Department of Commerce and Economic <br /> Opportunity. A public hearing on the issue has been completed and no objections were heard.
