Staff believes that the proposed development is compatible with the surrounding area and has had
a positive impact on the neighborhood. The plan amendment is consistent with the comprehensive
plan for commercial development.
2. Even with the reduction of parking spaces and stacking spaces for the drive-up window, parking is
still sufficient to meet the needs of the center. Loading and unloading docks are also adequate to
serve the site.
3. The B-3 Planned Shopping Center amendment plan has been reviewed by the City's Technical
Review Committee; Planning, Engineering and Fire have approved the proposed amendment.
STAFF RECOMMENDATION
1. Staff recommends amending the B-3 Planned Shopping Center with the following condition:
a. Final site, landscaping and lighting plans shall be submitted to and approved by the
Economic and Urban Development Department, the Department of Public Works and the
Fire Department prior to building permits being released.
PLAN COMMISSION ACTION
1. Section XIII. requires the Plan Commission to hold a public hearing to review a Planned Shopping
Center District, and then forward its report and recommendation to the City Council for final
approval. A motion to forward Calendar Number 12-17 to the City Council with a
recommendation for approval is suggested.
The above report constitutes the testimony and recommendation of the Planning and Economic
Development Division, Economic and Urban Development Department, City of Decatur.
Joselyn A.
