ECONOMIC DEVELOPMENT CORPORATION <br /> ECATUR <br /> & MACON COUNTY <br /> TO: Mayor Mike McElroy <br /> Members of the Decatur City Council <br /> Manager Ryan McCrady <br /> From: Craig Coil <br /> Decatur Macon County <br /> Enterprise Zone Administrator <br /> Date: May 14,2012 <br /> Re: Proposed Enterprise Zone Boundary Amendment Request—ADM Intermodal Rail Project <br /> At this time the Economic Development Corporation of Decatur&Macon County(EDC),as the designated zone <br /> administrator,is requesting your approval of one boundary amendment encompassing thirteen(13)parcels <br /> totaling 13.55 acres. <br /> The parcels are identified in summary on Exhibits B and Exhibit C(attached). The parcels are represented by the <br /> following Property Identification Numbers(PIN): <br /> 04-13-06-451-005 04-13-06-478-001 <br /> 04-13-06-476-001 04-13-06-478-002 <br /> 04-13-06-476-002 04-13-06-478-003 <br /> 04-13-06-476-003 04-13-06-478-004 <br /> 04-13-06-477-002 04-13-06-479-001 <br /> 04-13-06-477-003 04-13-06-479-008 <br /> 04-13-06-477-004 <br /> Legal descriptions of each parcel are outlined in Exhibit"A"of the proposed ordinance. <br /> The property will be developed by ADM for an intermodal ramp facility designed to hold between 900-1,000 forty <br /> foot freight containers. Additionally,5,000 to 6,000 feet of rail infrastructure will be constructed with the <br /> capability to receive containers directly from rail service providers. The property will also house a new conveyor <br /> system linking ADM facilities to the rail yard. Total capital investment is approximately$4.9 million and 3-4 new <br /> full time jobs will be created. <br /> This project is the next phase of the over-all rail freight system modernization program at ADM and will ultimately <br /> benefit a number of regional shippers as well. Subject to approval of this request by all parties, construction is <br /> expected to begin in August and be completed by the end of the year. <br /> The project,after inclusion in the zone,is not eligible for property tax abatement. The boundary amendment is <br /> being requested to allow ADM to take advantage of various state tax exemptions and credits available only in the <br /> Enterprise Zone. <br /> Your requested approval is part of a multi—step process which includes approval of the Enterprise Zone Advisory <br /> Board,the full Macon County Board as well as the Illinois Department of Commerce and Economic Opportunity <br /> and the Illinois Department of Agriculture. A public hearing on the issue has already been completed and no <br /> objections were heard.
