temporary regulations shall remain in effect only during the period of such emergency or special <br /> conditions. He is further authorized to make, and cause to be enforced, temporary traffic or <br /> parking rules, regulations or restrictions or test traffic control devices or to test prospective rules, <br /> regulations or restrictions under actual traffic conditions. No such temporary rule, regulation or <br /> restriction shall remain in effect more than ninety (90) days. The Police Chief shall, within 72 <br /> hours of the time the same becomes effective, file a report thereof with the City Clerk. <br /> 8. DIRECTION OF TRAFFIC. Members of the Police Department and auxiliary <br /> police assigned to traffic duty, are hereby authorized to direct all traffic in accordance with the <br /> provisions of this Chapter, or in emergencies as public safety or convenience may require, and it <br /> shall be unlawful for any person to fail or refuse to comply with any lawful order, signal, or <br /> direction of a police officer, member of the Police or Fire Department or auxiliary police officer <br /> assigned to traffic duty or Public Works Department employee during the course of <br /> employment. Except in case of emergency, it shall be unlawful for any person not authorized by <br /> law to direct or attempt to direct traffic. <br /> 9. GOVERNMENT VEHICLES. The provisions of this Chapter shall apply to the <br /> driver of any vehicle owned by or used in the service of the United States, the State of Illinois, <br /> Macon County or the City of Decatur and it shall be unlawful for any said driver to violate any <br /> of the provisions of this Chapter except as herein otherwise permitted or as permitted by the <br /> Illinois Vehicle Code. <br /> 10. FIRE EMERGENCY. The Fire Department officer in command, or any designated <br /> Fire Department personnel, may exercise the powers and authority of a police officer in directing <br /> traffic at the scene of any fire or where the Fire Department has responded to an emergency call <br />
