Excerpts from Plan Commission Minutes of April 5,2012 continued:
iv. Minimum Setback: Ten(10) feet
e. Electronic Message Units—Electronic Message Units shall only be allowed in Area 2 and
Area 3 subject to the requirements set forth in Section XXV.9.a. thru g. and j. for an O-1
District. Electronic Message Units in Area 2 and Area 3 shall be subject to the
requirements set forth in Section XXV.9.h. and i. for a residentially-zoned district.
Electronic Message Units shall be included in the total allowed number and total square
footage of identifying signs and freestanding signs.
Electronic message units in Areas 2 and 3 will not be subject to the requirements in Section
XXV.9.k.
f. No off-premise signs shall be permitted in the LF-OL.
g. All signs, unless otherwise specified by ordinance, shall conform to the requirements of
section XXV, Signage.
The creation of the LF-OL District will mean that property located within the District will remain
subject to the base zoning districts R-2 and R-3 Single Family Residence District regulations unless
otherwise specified within the Lakefront Overlay District.
There is also an amendment to the Definitions Section of the Zoning Ordinance for Recreation,
Commercial which reads as follows:
RECREATION, COMMERCIAL: A recreational facility operated as a business and open to the
public for a fee. Swim clubs are not included in this definition. This definition covers the
following:
Indoor facilities: Amusement arcades or establishments that primarily provide coin- or token-
operated devices (popularly called pinball machines and video games); bowling alleys; dance halls,
dance clubs, and ballrooms; racquetball, handball, and squash clubs; skating rinks; indoor soccer
fields and hockey rinks; water slides; waterparks; lazy rivers; rock climbing walls and similar
facilities.
Outdoor facilities: Miniature golf; golf driving ranges; water slides; waterparks; lazy rivers;
commercial boat tours; batting cages; tennis clubs; volleyball clubs; go-kart or bump car
establishments; rock climbing and similar facilities.
Staff recommends that the amendment to Section XX, Special Districts in the Zoning Ordinance (Ord.
3512, as amended), by Adding New Paragraph F, LF-OF Lakefront Overlay District and the
amendment to Recreation, Commercial, be adopted.
Section XXIX. of the Zoning Ordinance requires the Plan Commission to hold a public hearing and
then forward its report and recommendation to the City Council for final approval. A motion to
forward Calendar Numbers 12-09 and 12-10 to the City Council with recommendations of approval is
suggested.
Mr. Matt Dial asked for a definition for government building use. Ms. Suzy Stickle stated that any
government entity could have a building in area such as the City, Park District, and/or the Sanitary
District.
Mr. Dial asked who would approve what is built, such as condos, in this area. Ms. Stickle said the City
would approve the site plans based on the site plan review process.
Mr. Greg Weykamp, Edgewater Resources, LLC, (consultant for the master plan process for the
Decatur Park District), was sworn in by Mrs. Poland.
