STAFF REPORT
Decatur City Plan Commission
COMMON NAME: 300 Block South Main Street
GENERAL INFORMATION
Hearing Date April 5, 2012
Calendar No. 12-08
Property Location 300 Block South Main Street
Requested Action Rezone from B-2 Commercial District to B-4 Central Business District
Petitioner Decatur Public Building Commission
LAND USE AND ZONING
Direction Existing Land Use Zoning Comprehensive Plan
Subject Property Parking Lot B-2 Institutional
North Office B-2 Institutional
South Ameren Office B-2 Mixed Use
Commercial/Residential
East Law Enforcement Center B-4 Institutional
West Multi-Family Residential R-6 Mixed Use
Commercial/Residential
BACKGROUND
1. The 1.77 acre subject site is located in the 300 Block of South Main Street. It is bounded by
South Main, East Washington, South Water and East Macon Streets. Approximately 75 percent
of the block is developed with a parking lot.
PROJECT DESCRIPTION
1. The petitioner proposes to rezone from B-2 Commercial District to B-4 Central Business District
in order to expand the parking lot by 71 spaces with the intent to make it more compatible with
the existing parking area.
STAFF ANALYSIS
1. The surrounding zoning includes B-2 Commercial District to the north and south, B-4 Central
Business District to the east and R-6 Multiple Dwelling District to the west. The Decatur Urban
Area Land Use Plan shows this area as Institutional. The existing use is compatible with all
adjacent uses. The rezoning of this property to B-4 Central Business District is a logical
extension of the B-4 District. The rezoning of the subject site should not have an adverse effect
of the surrounding area.
STAFF RECOMMENDATION
1. Staff recommends approval of the rezoning.
