5. Re-Parking Permitted. Par�ing'patrons may move their vehicle to another parking space to <br /> gain more parking time.,There is no limit on the number of times a vehicle may re-park to <br /> gain more tithe. Custpiiiers may come and go as needed without fear of a parking citation, as <br /> long as parking time limits are observed. <br /> 6. Employee Parking Permits. On-street permit parking for employees will be available <br /> where all-day parking is permitted. Employees can obtain a permit which would entitle <br /> them to reserve a specific parking space. Employees or businesses may lease parking <br /> spaces in Parking Garage C located east of Franklin between Wood and Main Streets. All <br /> day parking may be available at one of the several privately owned parking lots or at the <br /> Decatur Civic Center. <br /> 7. Future Modifications. The Administration will monitor parking use and make <br /> modifications as necessary to maximize the use of available parking. Experience in other <br /> locations indicates that an 80%maximum occupancy will assure there are always parking <br /> spaces available for visitors or customers. <br /> 8. Resident Parking. The existing residential parking permit system would continue <br /> unchanged. Residential parking permits cost $60 per month and allow the holder to park at <br /> any space up to 72 consecutive hours. <br /> 9. Convention & Conference Parking. Organizations planning conventions or conferences <br /> could purchase temporary parking hang tags for the use of their attendees. Convention& <br /> Conference parking hang tags would allow all-day parking in spaces reserved for conference <br /> attendees. Distribution of the hang tags would be handled by the conference organizer and <br /> distributed to attendees upon registration. <br /> 10. Graduated Fine Schedule. The existing Decatur City Code provides a schedule of <br /> graduated fines in Chapter 34, Section 80. The continued use of a graduated parking <br /> violation fine system is proposed as a means to encourage compliance with the parking <br /> regulations. Visitors who are not familiar with the parking system would not be fined for a <br /> first violation. However, subsequent violations would have fines that increase with each <br /> additional violation. Repeat violators are often individuals who have a need for long term <br /> parking. With repeat violations resulting in higher fines, the repeat violator will soon seek a <br /> lower cost place to park for extended periods of time. <br /> The proposed parking plan would make these changes to the graduated fine structure for <br /> citation issued for violations of Section 25, Time Limits: <br /> a. The first citation would be free to serve as reminder for first time offenders. <br /> b. Citations 2, 3, and 4 would be $5, $10 and $20. <br /> c. Subsequent citations would increase by$20 to a maximum of$100. <br /> d. Citation fines would reset to $0 after 12 months elapse without further citations <br /> being issued. <br />
