DEVELOPMENT SERVICES MEMORANDUM
Memo No. 12 - 05
February 1, 2012
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Mark L. Smith, Senior Planner
SUBJECT: Annexation of a lot west of and adjacent to 4550 East Lakewood Avenue.
SUMMARY RECOMMENDATION: Staff recommends that the subject annexation petition be
approved. Staff is of the opinion that the proposed annexation would produce a logical extension of
the corporate limits.
BACKGROUND: Over the last several years city staff has been directed to pursue, whenever
feasible, extensions of city boundaries through the use of annexation. The subject property is 0.10
acre and bounded on the east, west and south sides by Decatur's City limits. The lot is improved with
a garage. The owner of the subject lot owns the residence immediately to the east(4550 E. Lakewood
Ave.) and proposes to join the annexed lot and residence lot together. The following information is
relevant to the area in question:
1. City water is located 20 feet from the property line.
2. No additional public infrastructure or municipal services are needed or contemplated.
3. The average Decatur Fire response time is five and three quarter(5 3/4)minutes.
4. East Lakewood Avenue is currently maintained by the City of Decatur.
If annexed, the property would come into the city as R-1, Single Family Residence District. Land to
the east is zoned R-1 Single Family Residential. Properties to the west and south are in the R-3
Single Family Residential District.North of the subject lot is in the County.
POTENTIAL OBJECTIONS: No known objections.
INPUT FROM OTHER SOURCES: The plat and annexation request has been reviewed by
Municipal Services, Engineering, Fire, Legal, Finance and Macon County Health Department. All of
the reviewers recommend the annexation be approved.
STAFF REFERENCE: Questions concerning this annexation request should be forwarded to Mark
Smith at 424-2790 or mlsmith@decaturil.gov or Billy Tyus at 424-2727 or btyus2decaturil. ov.
BUDGET/TIME IMPLICATIONS: Since no occupants are resident on the property only a small
amount of real estate tax revenue would be realized by the City when annexed.
