DEVELOPMENT SERVICES MEMORANDUM <br /> Memo No. 11-46 <br /> October 12, 2011 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Mark L. Smith, Senior Planner <br /> SUBJECT: Annexation of the property commonly known as 1314 West Mound Road. <br /> SUMMARY RECOMMENDATION: Staff recommends that the subject annexation petition be <br /> approved. Staff is of the opinion that the proposed annexation would produce a logical extension of <br /> the corporate limits. <br /> BACKGROUND: Over the last several years city staff has been directed to pursue, whenever <br /> feasible, extensions of city boundaries through the use of annexation. The subject property is <br /> adjacent to Decatur's City limits, contains approximately 15.34 acres and is improved with a single- <br /> family residence and accessory out-buildings. The following information is relevant to the area in <br /> question: <br /> 1. City water is available along West Mound Road. <br /> 2. An 18" sanitary sewer crosses the site, near its north property line. <br /> 3. The average Decatur Fire response time is six and one-half(6 1/2) minutes. <br /> 4. West Mound Road has an asphalt surface and is maintained by the City of Decatur. <br /> If annexed, the property would come into the city as R-1, Single Family Residence District and there <br /> has been a petition filed to rezone the property to R-5, Two Family Residence District. Area and <br /> adjacent properties all have compatible zoning; properties to the East and West are zoned R-1, Single <br /> Family Residence District while properties south across Mound Road are zoned R-5 PUD, R-1 and <br /> R-3. There is a narrow floodplain along the drainageway which is the subject tract's North property <br /> line.The remaining land to the North is in the County. <br /> POTENTIAL OBJECTIONS: We have had a number of calls and have received emails in <br /> opposition to the annexation. <br /> INPUT FROM OTHER SOURCES: The plat has been reviewed by Municipal Services, <br /> Engineering, Fire, Legal, Finance and Macon County Health Department. All known issues have <br /> been adequately addressed and all of the reviewers recommend the annexation be approved. <br /> STAFF REFERENCE: Questions concerning this annexation request should be forwarded to Mark <br /> Smith at 424-2790 or mismith(a�decaturil.g_ov or Billy Tyus at 424-2727 or btyusgdecaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: The property would generate some tax revenue if developed <br /> as proposed. However, the tax amount is difficult to estimate as the actual amount would be based on <br /> a different funding formula than the traditional local taxing structure. <br />
