COUNCIL MEMORANDUM <br /> #2011-06 <br /> DATE: October 12, 2011 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Gerard J. Bauer, Assistant City Manager <br /> SUBJECT: 2010 IAFF Local 505 Contract <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached <br /> ordinance regarding the 2010-2013 IAFF Local 505 labor agreement with the City of Decatur. <br /> BACKGROUND: The firefighters' labor agreement with the City expired on April 30, 2010. <br /> Since that time, the parties have undertaken negotiations, mediation and interest arbitration to <br /> reach a successor agreement. While interest arbitration continues at this time regarding the <br /> sole issue of layoff language, the bargaining teams have reached tentative agreement on all <br /> other contract terms. Those terms have been approved by the Union membership. Staff <br /> recommends the tentative agreement be approved by Council while arbitration on layoff <br /> language proceeds. <br /> Terms of the contract include annual across-the-board wage increases of 2.0% for each of the 3 <br /> years of the contract; a step increase in starting pay for Captains; establishment of employee <br /> contributions for single health insurance, and annual employee contribution increases for both <br /> single and family coverage; migration of health insurance to a plan similar to Tier 1 coverage for <br /> other City employees (i.e., $250 deductible, $1,500 out of pocket limit); optional wellness <br /> program at the end of the term, with a $600 annual stipend for participation; residency in Macon <br /> County for all hires after May 1, 2010; increased requirements for eligibility for promotion; and <br /> assorted changes in language regarding station bidding eligibility, ascertained merit criteria, <br /> vacation eligibility, company strength, contract reopener criteria, and grievance of suspensions. <br /> POTENTIAL OBJECTIONS: There are no known objectors to this agreement. <br /> INPUT FROM OTHER SOURCES: The attached agreement has been reviewed by the City's <br /> legal counsel. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Jerry Bauer, <br /> Assistant City Manager, at 424-2801 or�bauer .decaturil.Qov. <br /> BUDGET/TIME IMPLICATIONS: This is a three year agreement expiring April 30, 2013. <br /> Budgeting for it will span the current and next fiscal year. <br /> attachments <br />
