Excerpts from Plan Commission Minutes of October 6,2011 continued: <br /> Access to the property will be off of West Imboden Drive. <br /> Adequate landscaping is proposed for the frontage along West Imboden Drive, South Franklin <br /> Street and Enlow Drive as well as a buffer yard to the west of the proposed development. Staff is of <br /> the opinion that the mature trees and surrounding vegetation that are located in the required 50 foot <br /> buffer yard is substantial enough that 50% evergreen plantings will not be required. Staff believes <br /> that the existing trees/vegetation currently creates a better buffer then new evergreen plantings <br /> would create. Adequate landscaping is proposed for the parking lot. <br /> One proposed lodge sign is shown on the site plan. Signage,shall be in accordance with the <br /> regulations for the R-5 District. <br /> The PD plan has been reviewed and approved by the City's Technical Review Committee, <br /> Planning, Engineering and Fire. <br /> Based on the analysis, staff recommends approval of the PD Planned Development Plan with the <br /> following conditions: <br /> a. Final site, landscaping and lighting plans shall be submitted to and approved by the <br /> Department of Planning and Building Services, Public Works Department and the Fire <br /> Department prior to building permits being released. <br /> b. Landscaping: All existing trees and vegetation located in the required 50 foot buffer yard <br /> shall remain intact. <br /> c. Signage shall be in accordance with the regulations for the R-5 District. <br /> Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a <br /> public hearing to review the Planned Development plan and report its findings concerning the effect <br /> on the comprehensive plan and compliance with the standards of review to the City Council. A <br /> motion to forward Calendar Number 11-36 to the City Council with a recommendation for approval <br /> is suggested. <br /> Mr. Phil Cochran, representative, was sworn in by Mrs. Poland. <br /> Mr. Cochran stated he first started working on this project with Mr. Brinkoetter in 1989. Mr. <br /> Brinkoetter has built a nursing home, assisted living facility and also owns five (5) of the twelve <br /> (12) condominium units in Imboden Place. Mr. Cochran said it was Mr. Brinkoetter's goal from the <br /> beginning to create a senior's living environment in this area. The memory care facility will <br /> complete this goal. Mr. Cochran stated there have been great efforts to preserve the trees and <br /> landscaping in the development. <br /> Mr. Cochran said an open house was held on Monday evening with over thirty (30) people in <br /> attendance. Invitations were sent to the residents in the area. This is a very positive development. <br /> Mr. Matt Dial asked if the detention pond was going to be on the property as it looked to him that it <br /> was going over the property line. Mr. Cochran said the pond will be totally on the property. <br /> Mr. David Wilhour was sworn in by Mrs. Poland. <br /> Mr. David Wilhour has lived at Imboden Place for twelve (12) years. He said the Brinkoetters and <br /> the present management team have created an excellent neighborhood. <br /> There were no objectors present. <br /> It was moved and seconded (Peck/Smith) to forward Cal. No. 11-36 to the City Council with <br /> recommendation for approval as presented by staff. Motion carried unanimously. <br />
